Density
Generally speaking, cities have high densities. In other words, many people live close together in concentrated areas. However, in many cases, urban growth causes and perpetuates low-density growth, especially as developers build single-family homes on large plots of land. Phoenix is an interesting case in that its urban growth has not followed this pattern.
